REACH, Resources for the End-use Advancement of Clean Hydrogen, is a new technical assistance program designed to help Washington businesses, municipalities, tribal nations, and organizations navigate the shift to clean hydrogen.
Clean hydrogen can cut emissions in places where electricity isn’t a good fit. REACH is Washington state’s first program for end users that helps you use clean hydrogen. The program, funded by the Washington State Department of Commerce, offers guidance, resources, and expert support to help you make the switch.

Who is it for?
REACH is open to a broad range of Washington state organizations, including:
- Ports, airports, transit agencies, and public sector fleets
- Tribal nations and tribal enterprises
- Utilities and energy cooperatives
- Agriculture, maritime, and manufacturing industries
- Private businesses exploring hydrogen for fleet, industrial, or facility applications
This program supports entities in Washington state seeking to incorporate hydrogen or renewable fuels into key sectors of the economy.

A few frequently asked questions about the process and program
Not at all. REACH is designed for organizations at every stage, including those who are just beginning to ask questions. If you’re curious about whether clean hydrogen could work for your operations, that’s exactly the right time to reach out. You don’t need to have done any prior research or have a plan in place. Our team can help you figure out where to start.
No. Some participants come to REACH with a specific project or timeline; others come with a general interest and no clear direction yet. Both are welcome. The intake process is designed to meet you where you are, whether that means exploring basic feasibility or getting into the details of a project already underway.
The intake form is not an application; it’s simply a way to get in touch. It asks for basic information about your organization and a brief description of your interest in clean hydrogen. There are no right or wrong answers, no minimum qualifications to meet, and no commitment attached to submitting it.

No. REACH serves a wide range of Washington organizations, from small businesses and rural cooperatives to tribal nations, municipalities, transit agencies, and ports. Clean hydrogen has applications across many sectors and scales, and the program is built to support that range. If you’re a Washington state organization interested in using clean hydrogen, you’re eligible for technical assistance.
Technical assistance through REACH is flexible and tailored to your needs. It can include one-on-one consultations (virtual or in-person), written guidance, feasibility reviews, connections to subject-matter experts, help interpreting research or data, and referrals to vendors, engineers, or funding programs. On-site visits may be available depending on the nature of the project. When you connect with our team, they’ll work with you to determine what kind of support makes the most sense.
REACH is not a one-and-done interaction. Depending on your needs, support can be ongoing as your project or planning evolves. If your needs change or grow, you’re welcome to re-engage the program.
