About CHARGE
The Consortium for Hydrogen and Renewably Generated E-Fuels (CHARGE) convenes industry, government, community, and research partners to accelerate low-carbon hydrogen and clean fuels across the Pacific Northwest.
CHARGE is an innovation cluster administered through JCDREAM at Washington State University. The network helps partners learn, collaborate, and move practical hydrogen projects from early strategy into deployment.
Mission Statement
CHARGE drives hydrogen innovation by connecting regional leaders across the low-carbon value chain. The consortium supports collaboration, data-informed decision making, technical assistance, and practical project development.
Our work focuses on building the relationships, knowledge base, and deployment pathways needed for a durable clean fuels economy in Washington and the broader Pacific Northwest.

Vishal leads strategic public-private partnerships that support e-fuel decarbonization, regional hydrogen hubs, and a sustainable hydrogen ecosystem across sectors.

History
CHARGE grew out of Washington’s investment in applied clean energy research and has expanded into a regional platform for hydrogen mobility, end-use adoption, and technical assistance.

Start of JCDREAM
Substitute House Bill 1897 passes the Washington state legislature unanimously, creating the Joint Center for Deployment and Research in Earth-Abundant Materials, or JCDREAM.
Formation of CHARGE
JCDREAM forms CHARGE, the Consortium for Hydrogen and Renewably Generated E-fuels, in response to Washington State’s clean hydrogen market opportunity.
ICAP Grant Awarded
CHARGE receives the ICAP award from the Washington State Department of Commerce, helping JCDREAM gear up to launch our cluster, double our staff and develop an extensive network of regional and global players, ultimately positioning CHARGE as a key leader in the PNWH2 Hub proposal.
Hub Funding Announcement
U.S. Department of Energy announces Hydrogen Hub funding opportunity and call for concept papers.
Formal CHARGE Launch
April 6, 2023: In partnership with PNWH2, we submit our bid to become one of the Regional Hydrogen Hubs under the BIL Act, funded by the U.S. Department of Energy.
October 13, 2023: The Biden Administration named the Pacific Northwest Hydrogen Hub as one of seven awardees selected for funding.

CHARGE Forms H2MI
The Hydrogen Mobility Initiative (H2MI) is a working group that convenes stakeholders across the hydrogen value chain to coordinate fleet deployment and fueling infrastructure development in the PNW.
REACH Program Launches
CHARGE partners with the WSU Energy Program and the WA Department of Commerce to deliver REACH – Resources for the End-use Advancement of Clean Hydrogen – a technical assistance program to help Washington organizations with hydrogen questions, plans, or projects.
